Attending the event were Corps Commander Cai Weiguo, Commissioner Zhou Junsheng, relevant leaders from the Traffic Management Bureau of the Provincial Public Security Department, commanders of all detachments, heads of the fire‑fighting and rescue command centers, and heads of pertinent departments at both the Corps and detachment levels.

This drill simulated a rear-end collision involving a tanker truck carrying 30 tons of toluene, occurring one kilometer into the Jiangbei Ridge Tunnel on the Wenzhou Ring Expressway in the direction of Yangyi, resulting in a toluene leak and leaving a large number of vehicles and personnel stranded.
